Most likely the resistance (ohm) rating the rebuild shop used is incorrect.  I seem to always have problems with sending units in my old cars.  I had to send back the one for my 58 Chrysler after having  a new one made as it would never read past 1/2 full.  Wrong ohms.  Once in awhile it is the dash gauge, but in that case its often stuck on full or empty, not the condition you describe.  

If you end up pulling out the sending unit, hook it up to an ohm meter and run the float arm up and down.  see what range you get.  I forget the correct resistance range, but it is in the shop manual I believe.  If it turns out to be incorrect and you get it repaired, make sure to test the unit prior to installing by grounding the top flange part (while hooked in to the wiring harness) and have someone watch the dash gauge as you run the float arm up and down.  sometimes the float arm needs a bit of tweaking to get a more accurate reading, relative to the gauge.

Have a question ................................

My fuel gauge reads full if I'm over half a tank and empty if I'm under 
half a tank. The sending unit has been rebuilt. Any suggestions out there???
