Hi Noel, I think the real issue is two fold.. lack of really good epoxy prime and paint —after all the whole car gets wet and water sits in various places you cannot see as obviously as this one . Combined with porous foam nature of the original weatherstrip and poor quality gluing such that gaps in corners draw water in to the slit behind weatherstrip by capillary action . If you look at where the rust usually is, it is up behind the weatherstrip, not where the puddle sits... but progresses to the puddle area later . So careful paint work and careful gluing at edge of weatherstrip goes a long way . I am ambivalent about the drains   as a new and sure place to try to rust is around the hole . Not sure the cure was thought out very well , if problem is the weatherstrip gluing , drain does nothing Thus gone in 61. However the trunk lid drain is critical and often plugged up . That causes severe rust under the hub cap . The end at hub cap should be sealed carefully to avoid rust starting around the drain .
Just sharing what I have seen on a lot of F..

You may recall a couple emails I circulated several years ago about the notches in my car. When I was having my trunk area around the weatherstripping 'cleaned-up,' I argued with my then body shop guy, who insisted these notches had to be factory, because they were so precisely done. So I gave in to him, and the notches are still on my car. Gil did later confirm that no Fs, or other 1960 Chryslers, left the factory with notches like mine.

So the sheet metal to fix the problems with the F trunk opening lip are on the way.  Since this will require plasm cutting, spot welding, body filler, paint, etc.   Would it be wise to fabricate drain holes so this problem doesn't reoccur?  I understand that was the factory fix for the problem.  Did drain holes in the G remedy the rusting issues?

Anybody got photos of the G drain hole locations?
