The tag mounting hardware is available in the Help aisle in most parts stores.

Kit with 2/3  nylon inserts and screws which when screwed in to hold the tag spread the inserts to lock them in the holes.

Goes in to inserts. Top hole has a rubber bumper just to prevent plate rattling.
