My first 300, an F.  1964  Changing plugs without removing the cover panels might be possible but at age 24, with my own Shell station and lift, in order to beat my brother's 348 1958 Impala rag in a drag race, I was sure I could do it without the inner metal removed.  An hour later I removed the inner.  Just saying....

If you don’t have access to a lift I can see what you’re saying. Interesting thoughts on the body drop at the plant. Although I don’t think they would have the air cleaners on when they do the drop. I’ll have to look and see if it looks like it would clear like that.

I've found it immensely faster and easier to change the plugs on my J with an open end wrench from underneath.  I just jack it up enough to put it on jackstands.  No need to remove the front wheels and panels.  It was my understanding that the panels aren't for spark plug access. The inner fender openings were to allow the assembly line body drop to clear the air cleaners on the engine and the panels were only to cover the opening.
