Check that plugs are on right pins on switch , they will fit wrong! Power comes to wiper all by itself  by a circuit breaker in metal box on the end of fuse box.  Fed by main accessory power .   Off of acc position on ign switch . IGN switch wiring may be screwed up , but other things like Radio would stay on with key off too .  
All this is in car ? Not on bench ? See website , switch body must be grounded ( as it is to dash in car )

When I connect the battery the wipers have power going to them.

 

When I turn off the wiper switch the wipers don’t turn off.
