By set the chokes I mean the initial full stroke of the accelerator pedal to the floor. 

The waiting period after pumping the pedal around nine times, could be seven on your car or where you live, is important. You want those accelerator pump shots to have more time to vaporize in the intake.

So you crank the starter first without hitting the pedal at all for a count of 8. Then you pump the gas pedal to a count of 9 times.  Then you count to
9 just to let the fumes settle in the carb bowls.
Then you crank again and it starts right up.
When you say you “set the chokes” you mean that happens when you hit the pedal…you don’t touch
the carbs…is that right?

I will try your procedure and see how that works.

Check your fuel pump performance and ensure that the pump drive rod is not worn down. I just started my 300F yesterday after sitting for almost a year. Cranked it a bit and it started up. Fortunately I live in a temperate climate and the car is kept in the garage. I also make sure to use a fuel treatment in every tank so that the gas doesn't absorb moisture in the tank.
