I think as Don says , reverse blocker valve can  play a big role here ,—- to cut right to it , I think the governor valve can get sticky and then   governor pressure does not return to zero at stop . Springs push it back in governor to ~? zero are at their weakest when car is stopped . If it does not go , just about to zero , the trans sees that governor pressure as indicating car is moving forward at x mph and so correctly blocks reverse  These cars did this new( my dad’s 57 d 500 ) .  I had no idea why nor did he ( then) 
A BIG secret I learned after episodes of trans in and out over this —yet all is ok inside (!!!!), even a new valve body —  yet it STILL did it ! 
If stopped and you put in D first , then go Right to R it must beat how fast the R block action  comes out in valve body . Other way around too . R if no D . I have one 300 D still does it , no R  
When picking up our new 60 dodge (!! Stick this time!) ) in 1960 , my dad parked against a wall to force this sequence at their first turn on (!!) away it went . May have been different cause there as opposite ( cable) but it worked . 1 or 2 worked also . But sometimes no D unless R first . 
Blocker idea  assumes a correct cable adj too , that is tricky to  get perfect . As R is all the way at one end of cable travel , trouble with cable adjustment may show up this way . 
Another whole subject , 
* ps random nature of this makes one prone to  think this or that caused it (!) and how I fixed it ..  
Like a rain dance , sometimes rain comes ..  
possibly looking a governor pressure in N after stop May be definitive ..

I ALWAYS put any car I have that I own that has been sitting more than a week in neutral for a count of 60 - 90 seconds. I wait until oil pressure is up - I’ve tested the brake pedal - and the engine is running smoothly. Then and only then do I ease the car into gear. 

The next thing I do is - after it’s out - is put back in neutral- with the brake on - and walk back in the garage to see what is left on the floor - if anything. I have a sheet of cardboard under each car to anything.

These vehicles are designed to be used and prolonged storage really hurts them.

I try to drive everyone of my vehicles once a month or 6 weeks on the outside. Winter storage from January to March is the only time they sit for a prolonged period.
