With gasoline having a specific gravity in the low .70s, alcohol in the high .70s, and petroleum oil at something like .82 SG, the cup of oil you add to your tank should phase down to the bottom. It should not form a film on top of either the gas or the alcohol.
For that reason I always give my can of two-cycle gas/oil mix a shake to stir the oil up from the bottom before pouring the mix into the tanks of my small engines.
I can’t tell you how fortunate I feel that with all the boating that goes on around here, there are many gas stations that offer “recreation fuel” with 0% alcohol. They usually charge about $1.25 - 1.50 a gallon over the normal per gallon figure. It makes our little two-cycle engines last forever, and our stored cars will start in a heartbeat even after a couple years of rest. 
It’s the only gas I run through my collector cars unless I am on a trip. For the extra $100 a year or so, it’s a whole lot cheaper and better than all the associated failures and repair bills that come with the alcohol content of what passes for normal gasoline these days.
And now the corn farmers are begging the legislators to boost the alcohol content from 10% to 15% ??????? Our problems may be headed for worse.

I neglected to add to my post that I also add about 1/2 cup of oil to the tank after I have done all the other things. I feel it will leave a film on the gas and prevent moisture from getting to the ethanol where it will be absorbed. In the spring I add two or three gallons of fresh fuel and I am on my way to a station to fill. Perhaps it just makes me feel good.
