With 63-64, I have seen this type of thing happen.  The back side of the instrument cluster contains two primitive simple circuit cards.  The contacts and grounds sometimes need to be cleaned. 
Napa does sell a decent replacement headlight switch, although one time I got a defective one that would start turning off the headlights when on high beam (thermostatic breaker).  They gave me a new one and all good.  These switches have rheostats that, if old and oxidized, can cause dash lights to fail to illuminate.
