That would be the throttle lever seal.
Available, but hard to find by itself.
It can be changed, once the throttle valve lever is removed.
Dig the old seal out, and push the new seal down on the shaft with the 
tips of your fingers.
Over extension of the kickdown rod will stretch out the seal, so pay 
attention as to how much you extend the rod. Don't over-extend beyond 
it's intended range.
