tool query



I am seeking ponters for some sort of a tool to cut a hole through
sheetmetal.  I found out that trunk extensions for my 67 cuda arent
available so I have had to make a pair myself,  and i might add they
look darn good and fit perfect.
   BUT, heres the problem, I want to restore the little hole in themn
   for the drain plugs.  They are out of the car and on the workbench so
   acess is not a problem but short of buying some dremel mini coping
   saw, what can i do. I really dont feel like spending another 100
   bucks on a tool i will use once.
  any body ever dealt with this before??  the hole is round except for
  the last  fifth of it , where it  flattens off and then theres a
  little "blip" in the flat part for the actual drain port.  
  Is there some other type of plug i could use that is just round so i
  could use a hole saw,  or is the drain even very necessary, seems they
  dont help much anyway, lest why would our cars always be rotted
  there??
