Thanks for the help that actually clears a few things up because my Dad swears that it was a stage II engine.  Do you have the contact information from Chrysler?  I will get it and send it to you.  The "7" came on Govier's paperwork.

Hi John,

In 1963 there were two engine options; Stage I (Ramcharger) and Stage
II (Ramcharger A).  Each came in both low (11:1) and high (13:1)
compression.  According to Darrel Davis, there were 125 Polara 500's
with the Stage I option and 7 with the Stage II option.  Sounds like
yours is a Stage II since I'm sure you didn't pull that '7' out of
thin air.  If you'd like to email me your VIN privately, I'd be happy
to confirm it for you.  Or, you can get documentation for $40 from
Chrysler Historical.
