Exhaust sizing

I should be getting my engine back from the machinist soon.  I'll be 
installing new headers.  So I will have to modify the exhaust pipes to 
match up, plus add some "dumps" that can be opened for the occasional 
run at the strip.  My question is, when measuring exhaust tubing size is 
it measured as I.D. or O.D.?
