Yours looks like flashing aluminum or the old metal ice/water shield we used
in roof crickets.
Easy to cut with a pair of snips?  You put the gasket between the heat
shield and the block, ya?
If you could scan that pattern, anyone could download it and trace it.

In the case of the fuel pump you just use the fuel pump bolts as the
fastening means. You should be able to find a bolt or screw somewhere on
about anything to use as a fastener. Also you can get tyhin aluminum
sheetmetal at many hardware stores and lumber yards. Not very expensive
either. It even looks nice too.
