Jim asks,”I am wondering if all the interior chrome trim can be removed along the edge of the headliner and windows with out having to replace or disturb the headliner?” – YES THE TRIM PIECES CAN BE REMOVED WITHOUT DISTURBING THE HEADLINER. “I removed a few screws but the chrome piece did not budge.” YOU PROBABLY ALREADY TOOK NOTICE to the ‘joints’ along the length of this molding. These joints telescopically slide into the next piece; this may be part of what’s holding it from moving plus being just plain stuck. With all the screws removed and some gentle coaxing or prying, they will come off. This can be done with all the standard hand tools but there is a 7-piece set of ‘plastic’ trim and panel removal tools well suited for this type work. They greatly reduce chances of scratching, marring or cutting the surrounding work surfaces. 
“Also, does the exterior chrome or stainless above the windows have to be removed at the same time?” NO, (if I understood the question right,) THERE IS NO INNER CONNECTION BETWEEN THE INTERIOR AND EXTERIOR TRIM MOLDINGS.
