Welcome, I have a '62 880, they're fun cars. The picture of the horn
ring didnt work for me, but its most likely pot metal, or white metal.
It has a very low melting temperature so you can't weld it, and I
doubt solder will hold. It will need to be brazed, but you can also
try these specialty rods from a company such as Muggy Weld:

They def work but it takes a bit of practice to get it right. You can
do the repair with a propane torch but MAP gas or acetylene will work
faster/better depending on the metal.
