Small claims court perhaps? As for paint, keep asking at car shows for suggestions. A buddy of mine found a fellow who came to his house, put my friend's car on a trailer and took it to his place; he then prepped and painted the Mopar and when done delivered it back to my friend for $1500 total. Quite a deal. And the paint job was top shelf.
