More or less is correct, it depends on which way your looking at it,,,,,, top item will move X amount with less movement of the bottom item the way it is now, if you move pivot to outer hole, the top will move X amount with more movement of bottom item.  Also to be taken into consideration is the amount of pressure that is being created on bottom item for same movement of top item
