Try fiddling with the dimmer on the headlight switch.  Lots of times it's to blame, the ummm  rheostat gets dirty and corroded and fails. If you have a ash tray light and it works on your car it will dim with the headlight switch.  It that still lights and goes bright and dim then it's the more than likely the power pack.

Yes, but disconnect the battery first, it bites really hard like a spark plug wire.  It's got a white and oragne wire up under the dash bolted to the firewall near the parking brake.  I can find a photo for you.....give me a few.  They do wear out and I had mine rebuilt here localy.  Works perfect.
