The brake cleaner I have will not burn.
No way.
It'll snuff a flame as fast as water.

It's called phosgene gas and there is no antidote. It will
affect a person in 6 to 48 hours after inhaling just a small
bit. It causes all sorts of issues that basically wind up
terminal or you wish so.
That said I just get out the old scraper and
some paint thinner and go at it. When it gets down a bit I hit
it with a wire brush and wire wheel. It'll come off but it is
a pain. Of course it wouldn't hurt to snaek it into a car wash
and hit it with hot water and the pressure washer.
