A 426 wedge is nothing more than a small 440. All speed tricks for a 440 will work. It would certainly be easier to do it with a stroker and all the latest stuff but the 426 can do it too.
I think you can do it on 10k with no problem. As someone pointed out already, to do it so you can run at the track legally, you'll need a rollbar at a minimum. Frame connectors are a MUST!
First try and get a copy of this book by Don Dulmage: http://www3.sympatico.ca/big-d/index.htm It's a great resource on how to run the number without spending cubic dollars.
Your fenderwell headers will work OK. I'd grab a set of 440source aluminum heads. They're good pieces and look like factory heads, unlike the Edelbrock ones. You can paint them and no one would know you have aluminum heads. I'd get a Racer Brown cam and springs. Ross, CP or Arias pistons will lighten up the rotating assembly, even more if you use aftermarket rods with Chevy-sized pins. Lose the iron water pump and housing in favor of aluminum. For the vintage look and good performance, use a Holley Street Dominator(Mopar ACtion did a dyno test years ago and this one came out on top) or Edelbrock Torker intake with an 850 Holley, 1/2" fuel line and a good electric pump and regulator. Use a good ignition system like an MSD.
Frank Lupo or Dynamic for a converter(I wouldn't use John Cope if you held a gun to my head. He can build good stuff, but he screwed a buddy of mine).
Super Stock springs or Cal-Tracs out back with a 4:30 gear. That way you can adjust with tire size. Taller for 4:10 and shorter for 4:56.
Attention to detail can save a lot of money.

I was hoping that I could acheive ths for around 10K including a TTi
exhaust, do you think that is possible?
