Eric,
Try adjusting the throttle pressure linkage to obtain a 1-2 shift at 12-14 MPH while just barely accelerating. Then try the full throttle shifting. You could have a sticking shift valve or excessive leakage in the governor circuit also.

I'm using Type F. Shifts are really firm. Linkage is adjusted to
shift 1-2 @ 25mph and 2-3 @ 35mph at moderate throttle. Sometimes
it's a little higher so it may need to be adjusted down a bit.

If I use pushbuttons to shift it'll stay in first to redline until I
push 2nd.
