I didn't mean on start up.  Just when parked after about 1 month it just all of the sudden "pukes" out about 1 quart.  I think it is probley the same thing you are talking about.  I have never investigated it.  I always just figured it was a Mopar thing as they have all done it when they get old.  BUT after a rebuild they don't seem to do it.  My grandfather always told me it was a Chrysler thing and I trusted him.  He could set the dwell, timing, carb all by ear.  He was amazing with our cars.  I wish I had his skills when it came to fixing and tuning older cars.  But he sure did hate working on the new stuff.  Fuel injected, computers, O2 sensors....all were junk to him.  :) 
 
I do not think the TC is suposed to drain back like that.  I think that is what's going on as they get older....sounds like yours is even older still so it is draining back faster.  I'm sure somebody around here knows about it.
