If all else fails, get a carbide endmill, maybe 5/16 inch.  Chuck that up in your drill and do your best to keep it straight.  That WILL get thru.  I've used them at work to get thru broken drill bits in work pieces including carbide .  You'll kill it and they are expensive, but you only need it once anyway.

Did try to drill some C channel scrap Saturday with the bits I tried to use on the bolt.  The didn't dent the metal.

Of course using a cutting lubricant such as Rapidtap is always a good idea and makes it much easier. Even WD40 is better than nothing

If you're questioning how sharp you drill bits are just try drilling into a piece of scrap piece of steel on your workbench and see what happens.  It is quite possible that the bolt you are trying to drill is a grade 8.   In that case you're going to need a really good bit as MO suggested.  Also use that centerpunch as others have suggested.  When using an easy out make sure that the hole is undersized enough so that you have to drive the easy out into the hole with a light hammer.
