It is usually the cable that causes this.  Check the routing of the cable make sure there is no sharp bends. AlsoI always lubricated them with wheel bearing grease. Not a lot , just a thin coating.  Back in the 70,s GM had a lot of issues with that.  That was the way I handled it. 99% of the time it fixed it
