I can only guess the red drums are an iteration in their mind of a SRT Magnum look alike, copying the red calipers.     
 
Now this conversation begs the question, what about people that put to small of a wheel & tire combo on older cars? 
 
Here is food for thought on big tires & wheels on our old cars.

Whether you like the larger wheels I think depends on your age. The younger guys were brought up with larger wheels on modern cars and to them they don't look all that different from what they're used to.  For those of us who grew up in the 50s and 60's with these cars the larger wheels generally look retarded at best and idiotic at worst especially on the cars we drove back then.

That said, wheels are just wheels. They're easily replace with something that suits the car better.  Its not like some really irrational body mod that will take mega $$$ and a hundred man hours to bring back to stock.  Chances are the next owner may be rational and swap out the monster wheels anyway so hopefully its only a temporary condition.

The biggest drawback to the larger wheels and rubber band tires is pot holes.  A good pot hole hit at any speed above 30 mph can easily cost you a very expensive wheel.

As far as I'm concerned, personally I'm old school and I feel large wheels don't look good on anything manufactured from 1928-1995. Chip Foose is from a younger generation and he grew up with and really likes the look of the larger wheels. Partially because he manufactures them, I'm sure.  He is a talented builder but the 2x4 fix for a wheel/tire combination that didn't fit was nothing more than poor planning on his part. If the width and offset were chosen correctly he never would have had that problem in the first place. I strongly suspect that never would have happened on a regular build at his shop, but with the hurried builds done on Overhaulin I suppose its not surprising that some things slip through the cracks.   

Bottom line is they're only wheels and can easily be replaced with something appropriate for the car.  If the owner likes them, even though they may look really stupid its his car and his choice.  When you look at the car just disregard the wheels and appriciate the rest of the car, and if it bothers you that much..... just buy the car from the guy and replace the wheels.
