Dash light brightness (voltage) comes through the potentiometer on the headlight switch. The gauge voltage limiter is not involved.

Sounds like the voltage limiter.  Most cars do not have an oil gauge but a light instead.  The version with the light does not need a voltage limiter, but the gauge does.  The one limiter controls the voltage to all three gauges.
