| I purchased an FL car I want to make Road worthy and title. I bought it with a bill of sale only. Does anyone in California have experience with getting a car titled in their name when you purchased with a Bill of sale?
I called DMV and there is no record of the car in the system and the Rep told me to do a lean sale. Can some of you give your experiences and hurdles when buying a car that hasn't been on the road for many years nor registered.

| Tell them the title was 40 years old and lost and you want a duplicate title... See what they say.
Lien sales don't work in Ohio, because they say old towing businesses can submit. Maybe ca is cooler about it. |

If there is no record of the VIN in the DMV database, it is simple. Just have the person you bought the car from fill out a statement of facts form, stating that they lost the title, and the car was not driven or parked on a roadway during that time, then get a peace officer or verifier to verify the VIN number, then submit to DMV.
Lien sales do work as well, but have to be conducted by a business. Once the lien packet is completed, a few signatures, then verification is what you need.

| Thanks John. I am not a business so will likely have to take the route you mentioned. Do you know of any specific forms that DMV wants with the statement of facts and so on? |

Location: Williams California | You'll need three forms, the statement of facts, vehicle verification, and lastly, application for title and registration. If the car is a ways from returning to the road, specify 'Title only'

Location: Ramona, CA | Be careful that some DMV people will want to assign a new VIN to the car. Mainly because old VINs aren't long enough. This is not necessary. Just be nice but firm and ask for a supervisor. The easiest way to get screwed at the DMV is to get angry with them. If the car looks old and cheap, they usually just want to get to the next customer as quickly as possible. Do as John says with the paperwork, if the vehicle looks like it's worth under $1000 it's easier.

Do a Google search for "registration services near me". The pros know what needs to be done and will do it for you including the VIN verification; of course, it'll cost you. |

Location: Vacaville,Ca or Harbor springs,Mi | The other thing that may help is the lost title form. As long as the person was the legal owner he can just sign that as well but it may not matter since its not on record. A statement of facts as john mentioned as well.
Now if it has both old plates on it and you want to keep those you will need an old registration or something that shows that plate was on that car. Otherwise you will have to go the year of manufacture route- YOM. This is for the just the plates.
Dmv can do the inpection but you will have to bring the car in or have a peace officer come out and inspect it to sign form off. |

Location: Vacaville,Ca or Harbor springs,Mi | Ive never needed a cert for non-op. Even if its not in the system. They cant charge you for what they dont know, as in not being in the system. Although if you use the 4604 then you need to put it on non op. |

| I just left the DMV with an incomplete title/registration. DMV wants the bill of sale also. So 4 forms. Bill of sale, statement of facts,(kinda dumb the statement of facts has the same info as the bill of sale) application for title, and vin verification. Plus your money. my 2dr 57 imperial cost $163, the 58 sedan cost $190. Apparently this is what it costs for the operational registration. I paid it to get plates and tags now for both vehicles then will non op the 57 until its road worthy. |

Location: So. Cal | You need the bill of sale to state that it was purchased inside California, because if it wasn't, they won't touch it. If you have an out of state purchase without a title, they insist you get the title from that state first. Also, the VIN verification process is the reason that I usually just wait until the car is operation before I bother to do the paperwork. Otherwise it is a real pain to have the paperwork started but not finish-able. For this reason, I ask the seller to make out the bill of sale without a date on it so I can take as long as I need to get it driving first.

Cal | I went to register my '58 Coronet on Thursday and was told that since they couldn't find a second VIN number during the VIN inspection, that all old cars have to be inspected by the CHP - not by the DMV anymore. This new policy took effect beginning October 1st. So if you want to save time, you should just make a VIN inspection appointment with the CHP to begin with so you don't have to do it 3 times like I did.

| Apparently each DMV operates a little differently. CHP wont inspect unless you can drive the car to them. Police officers don't do the vin inspection. I hired a 3rd party who has authority to inspect the VIN and he will make house calls. It was $50 for the first vehicle and $25 per vehicle after that. He came out the same day I called. I paid $11 extra at the DMV to request to be able to use one of my original black and yellow plates. The request has to go through Sacramento for approval. All they do is look in the system to be sure the license number isn't being used currently then do some other check since the original is 6 characters. Hopefully it gets approved for that added bit of nostalgia plus it looks better than the modern white plates.
The whole process is tedious but doable. |

Partly due to laziness and partly due to the frustrations of dealing with DMV, I always go through a 3rd party with any out-of-the-ordinary registration transactions....money well spent. |

Location: So. Cal | Turns out I got the runaround from the DMV. When I went to the CHP, they couldn't find the 2nd VIN either, of course, so I went back to the DMV. Then they figured out that the new law I was told about only applies to 1970 and newer. Thanks for the fun times DMV staff! |
