Subject: Fresh Air Vent

Location: Canada		Under the dash of my 59 New Yorker has a fresh air vent that I believe is vacuum operated. It's stuck in the open position. Closing it by hand doesn't work. Any idea's how it's operated? It's great in the summer but it's getting a little chilly for drives this time of year.....
