Subject: 1960 318 Poly torqueflight starter question

I have 2 60 Darts; a Pioneer and a Phoenix. Both seem to be 318 Polys but the transmissions are different. The Pioneer has a 3 bolt direct drive starter that seems to work but the drive does not return, when power is removed. Had it all apart and there does not seem to be any spring for it to do so. The Phoenix has a 2 bolt newer style starter and a different trans , maybe a two speed not sure as it's a parts car. Can anyone tell me if the direct drive starter is supposed to retract the drive gear after engaging or have a parts breakdown/ exploded view they could post.

The direct starter pinion will not retract until the engine fires and "throws" the pinion out of mesh

If its staying in after starting, its either clogged up with dirt/rust or its plain stuffed
