Location: So. Cal | What is the possible use for this header? Looks like this thing is being made in mass production, but why??? Looks like wasted money to me, unless I am missing something?

But, it looks like a it would be a for a street rod...like a 32 Ford or something. |

Location: DFW, TX | If someone handed me that and asked me what it was, I'd say it's for some kind of a front wheel drive four cylinder car: transverse mounted, oxygen sensor bung, and a ball-and-socket union for the rest of the pipe.
I still think it's for a transverse engine mounting. Compare the mounting flange angle to the angle of the outlet. The exit is directly beneath the oil pan. I'm going to guess it was built for a Bonneville car and never used.
Here is a Honda 4cyl header...

Location: DFW, TX | One other thought occurs to me; it could be for a single-turbo setup. Many of them use a factory exhaust manifold or short header on one side with a crossover pipe that joins the exhaust from the other side. Then both sides' exhausts are plumbed into a turbocharger.
Like this.

Wouldn't bet the house on it, but my way back memory thinks that may be a header for a first gen Escort w/1.6 . . .
