Has anyone seen or have a factory bulletin regarding tail lights either offered or added to the Dodge Dart line in 1961?

There have been plenty of discussions and opinions of why they were added. I want to know if they were mandated by certain states.

Was there a recall or any sort of legal action taken against Chrysler. Thanks for your help.

As a side question, Why was the Dodge singled out and not the Chrysler as well?

The Chrysler lenses are nearly twice the total square inches than the small series Dodge.
I've always heard the accessory was offered as a response to complaints from the public that the factory lights were inadequately small and visible. So Chrysler wanted their dealers to have a quick fix to keep these cars leaving inventory and getting parked in driveways.
