Sears makes a "nut buster" which is nothing more than a threaded shaft
with a hardened cutter head.  They come in at least two sizes and go
over the nut to be "busted".  Turning the threaded shaft with a socket
wrench drives the cutter head into the bolt and "splits" it.  Have used
on top of front stocks and rear upper stock nuts.

Have you tried turning it in the other direction (Tighten)? Sometimes it

will be enough to break it loose.
