The right way to polish minor scratches on glass is to use the stuff that is
designed for that purpose. This stuff is sold by Eastwood in small
quantities, and also by any glass industry supply outfit. It is called
"cerium oxide", and if you buy the Eastwood kit, it comes with the special
polishing wheel and instructions for mixing the slurry you use.  This is
very effective, but slow, and you must be careful not to overheat the glass
and also not to disturb the optical quality of the glass by making serious
ruts in the surface - so you can only remove minor scratches this way.  If
you can catch your fingernail in the scratches, it's too late - look for a
better windshield.

Used to be any type of toothpaste, but it needs to be a type with
a VERY fine grit (pumace?) in it.  I believe most of the WHITE,
non-clear type - Colgate, Crest, AIM, IPANA...).  Toothpaste is
also good for getting LIGHT scuffs from paint or lenses.
