Hi Anthony,    When the headliner go's in the 90's it gone. The fabric has a thin foam backing, over the years of heat and so on the foam turns to dust. The fabric is glued to a fiber board shell.  So with out removing and cleaning all the dead foam off the board it will be like trying to glue it to lose sand.  So the best and about only thing to do is have it replaced. A good shop will do it for far less than you can, and with out the pain and anguish.  Make sure you have him do the overhead display at the same time so the color is the same.
