Most of the time, the clip/spring clamp that holds the cable in place on both ends is either gone, or has allowed the cable to slip out of adjustment. If the clip is gone, there is nothing to hold the housing in place, so the whole thing moves when you move the lever, rather than just the cable itself.

Are you sure?  Usually when these valves go bad, they
either start to leak, or don't turn off completely.

I would check several things first:  Is the control
cable attached - both to the dash lever and to the
valve?  Is there a blockage in the heater core (hook
hoses up directly, by-passing valve to check).  

If the valve is being operated by the control lever
and the heater core produces heat when by-passed, then
indeed you may need a new valve.  Alas, no new ones
are available.  It is possible to get usable used
ones.  The same basic valve was used on all Mopars
from 1959-61, all Chryslers and Dodge 880's from
1962-64, and all Imperials to 1959-66.  Also, there
are several services that rebuild them.
