Does your air conditioner work?  These systems are designed for the A/C compressor to run when the system is in Defrost mode in order to dehumidify the air.  If the A/C isn't working, you won't get the best performance from the defroster.  This will be especially true in a wet climate, such as where you are in Oregon.

Cleaning the drains will certainly help as well.  There are a couple of drains on the firewall that are oval shaped with rubber flaps over them (although the 40 year old rubber flaps may be long gone).  I seem to remember that there are a couple of drains lower down on the firewall as well, but I'm a little foggy (pun intended) on that one.  If there was really that much water in the plenum, though, you'd hear it sloshing around as you drive.

Also make sure that the system doors are operating correctly to put all of the air to the defrost vents.  If the doors are not adjusted correctly, some of the air will bleed out the heater or A/C vents, and you won't get the full benefit of the defroster.  And make sure that the floor vents (activated by the levers in the dash) are closed.

I think the main thing will be to have a working A/C system.  It makes a dramatic difference in how well the defrost will work.
