I rebuilt the carb already, but I might of missed something. I cleaned everything in lacquer thinner and soaked the parts and main body for a few hours. Then I blew everything out with compressed air and then carb cleaner to make sure everything was clear. I guess I could have a partial blockage in the primary fuel circuit.  I did NOT however unscrew the 2 primary metering jets because I was able to spray carb cleaner through them.  One thing I didn't replace was the check ball for the accelerator pump because the kit had only a ball and mine had a plastic cage with the ball in it.

Chris,
I'm am beginning to lean more & more towards the carburetor. From the way you are describing the way the fuel is dribbling  out inside the carburetor sounds like something is plugged.  I would reinvest in a new Carb rebuild kit. Make sure you use a good grade of carburetor cleaner. Let the parts soak ovenite at least.
