Have you considered wet sanding the wheel with 400 grit sandpaper to smooth out any imperfections and possible surface crazing, then, coating it with a catalyzed clearcoat? The latter would not only make it look absolutely new, but the wheel would have UV protectants on/in it to keep it from deteriorating in the future.

I didn't have this option with my '65 steering wheel. It was too far gone and after an almost 3 year search, I chose to have a new one recast. The procedure outlined above was suggested to a friend who has a very nice wheel on his '67 but it needed something to give it a little more pizzaz.
