Imperials from that period don't have a vacuum transmission modulator. Mid '60's did incorporate a vacuum controled choke pull off.

No idea if these cars work this way but I had a brand X old car do this and it was a vacuum line to the tranny that was off...don't know if there is vacuum going to yours or not.
