You should try to figure out what is wrong. One quart every 50 miles is a lot of oil to be loosing!
A leak down test will give the best diagnosis.
If the engine needs a rebuild, I would suggest putting a 440 in it.
PAW has complete 440 kits for less than $3K with all of the machining done, ready to assemble.
If you do this, you are faced with a "simple" engine swap as opposed to pulling an engine with unknown problems which you may or may not be able to fix. 
Keep the original 413 so that you have the original engine with the car. You could also probably rebuild your heads and use the original intake to keep the look as original as possible.  
The engines in high value Hemi cars are often swapped out to preserve the original engine.

Fellow Imperialists,

I have two problems with my 413. First, the block is porous. The block
was leaking coolant between the freeze plugs. After two treatments of
engine block sealer, it appears to have stopped leaking. Second, I have
a problem with blow-by. I do not have PCV yet, but I hope to add it
soon. Thin smoke is coming from the oil filler cap and draft tube, but
I don’t see any smoke coming out the tailpipe). The engine burns a quart
of oil almost every 50 miles. I have tried using Restore and it does
seem to be improving the blow-by. With the problems I have, should the
original engine be rebuilt, or should I start looking for a replacement
engine?
