Keep in mind that the "customs value" is not the same as "retail value". I'm an export coordinator for the company I work for.
  The customs value is what the company pays for the item, not what the customer pays.
  An example would be a customer pays $100.00 for an item. The customs value might be something like $ 12.00.
    On used items, its often harder to set a price, so its less likely to be a problem at the customs house with a minimal value declared.
