one restorer here in Oregon, where i bought a set of plates to clean up and repaint, claims he sprays the back color with a few good thick coats, then hand paints the numbers/letters.  Some sets he has completed looked a little shabby in the past, however I saw his booth at a swap meet recently and they are quite good now.  My guess is that he thickens the letter paint (probably model paint) as much as possible so it goes on in one coat if possible.
 
I have tried masking and using a razor blade to make perfect lines, but have had mixed results.   Good luck.
