That is how the seats work on my '59 Lebaron.
I am surprised to hear that there was another operating mode for that year!

     The swivel seats in my 59, open with the lever only, and do not automatically swivel when the door is opened. Am I missing something here?

During the 1960 model year, the mechanism was changed so that it did
not automatically swivel the seat out when the door was opened. It
could only be swiveled by actuating the lever by hand.

You're correct!  I believe the reason it says "1960-1961" in the repair
section is that the design was changed after 1959, so the repair
instructions would be somewhat different.
