You should have a metal strap that goes across the piece of rubber hose 
connecting the metal fuel line on the body side to the metal on the sending 
unit side.  If yours is gone you should be able to find something around the 
garage to jumper that connection.  Sand up the fuel line side so you get a 
good ground connection.

Even without the coated tank you still have a gasket between the sending 
unit and the tank.  One would think the ring clamp would make a good enough 
ground but it doesn't.
