Yes the car has a trailer hitch in the bumper. A repeater light? I have never heard of such a light. Was it to remind the driver that they had a trailer hooked up or what? Please tell me more about the repeater light.

Dealer installed repeater light for indicators of towed item such as trailer / caravan?

Any evidence of a tow hitch having been fitted?

Such repeater lights are not unusual in Europe.
