If the pedal goes halfway on the first stroke, and it's fine on the second,
it sure sounds like the brakes aren't properly adjusted. I've always
adjusted mine till there was a little bit of drag, then back up a hair. The
half storke is what it's taking for the shoe to make initial contact with
the drum.  I did have to look at my service manual to figure how to
correctly adjust the mopar brakes.
