I have used the 3M product on patch panels for my floorboards.   It works great!   You can drill it and grind it after.   I do not know how to weld and it saved me time and money.   I would recommend it.   That being said, however, I did not use it on a high stress point.   My personal opinion is that a weld would work better there.
