Jack the car up, put a reference mark on the floor under a tread groove, and hand spin the wheel. This will tell you if the wheel/tire is running out of plane while mounted on the car. If a drum is running crooked, you're gonna get wobble. You can also check how much out of round you have while mounted on the car. The "on the car" part is what is critical here. Also, look around the rim and see if the tire is on the rim evenly on both beads. I've had tires that inflated and aired up ok, but the bead was not quite seated on part of the rim, giving it a crooked run. This can be very hard to notice sometimes. That is a good comment by Reggie. If the shock is low on fluid or just weak, it may appear to work O.K. on the bounce test but it will be unable to dampen small higher frequency bumps like you get in normal driving on even a relatively smooth road.
