I think would be afraid to hold a throttle linkage on with it.  JB weld will
patch up a hole in a crankcase (or motorcycle engine), may even hold up in a
water jacket, but it is one thing to hole fluids in, another one to hole a
moving linkage in place.

You could try it and see what happens, its worh a shot, just have a backup
plan to get home  if it lets go on the road.

Surface area maybe, but I'm not sure about heat and vibration. I've used the
stuff to clutch cover of motorcycles together, 2 and 4 stroke. Can't get
much
mor evibration that one of those.
